鐵馬族的友善城市?

北市陸續完成六條河岸腳踏車道,總長度突破一百公里。對於天天要以腳踏車代步通勤
,來回超過十公里的筆者而言,完全感受不到台北市是一個適於騎腳踏車的都市,腳踏
車在台北只不過是最被壓縮的交通工具。究其因,腳踏車只不過是被定為休閒娛樂的工
具,而不是交通工具。
重新肯定腳踏車這種交通工具,是世界各大城市的潮流。除規劃良善腳踏車專用道,還
能配合大眾運輸工具轉乘,有的是公車上可掛腳踏車,有的是腳踏車直接上捷運,都不
必要另外收費。反觀台北市,腳踏車道往往與人行道共構,除造成行人與腳踏車危險外
,有部分路段如大安森林公園周圍的舖面居然是易滑的瓷磚。誇張的是,洲美橋自行車
專用道穿越基隆河段,因坡度過陡,只能下車牽引,上坡極為吃力,下坡更是驚險萬分
。最後竟然是在橋端設立告示牌,提醒單車族改道。豈不很弔詭?至於大眾運輸工具的
轉乘方面,腳踏車上捷運,不但僅限假日,還限車站,一部腳踏車收費居然高達一百元
。成本最低廉的腳踏車,搖身一變就比計程車還貴族了,這只不過是壓抑了腳踏車的生
存空間罷了。甚至,市府還研議向腳踏車族收費,建立監理制度,種種打壓,市府拿什
麼來吹噓腳踏車環境?
所以,要吹噓北市有良好腳踏車環境前,請市府先改變心態,正視腳踏車是交通工具的
事實,這樣才能對症下藥。
