開放重機上路 立委：亟應加強宣導

重型機車已於七月一日開放上國道，時機是否恰當今天引發質疑，民眾投書指出，就目前
台灣交通狀況而言，貿然開放重機與汽車並行國道，恐怕只會增加交通亂象及意外。立委
蔡錦隆受訪時也表示，立法到實施有半年多的時間，政府、執法警察單位卻沒有事先宣導
，恐問題叢生，他建議應加強宣導，並制訂相關規範及配套策施。
高雄市民眾林彥呈以《重機車上國道 時機未成熟》一文投書媒體指出，由於重型機車機
動性較汽車高，常見重機騎士遇到前方車子行駛較慢，即穿梭車縫或隨意變換車道卻未打
方向燈，也曾目睹重機騎士蛇行鑽路，與駕駛人發生擦撞，因此就目前台灣交通狀況而言
，重機上國道恐怕未成氣候。
他認為，若重機騎士期盼能與汽車擁有一樣的路權，就應先有等同於汽車行駛道路上的行
為與慣性，否則只為圖便捷快速，貿然開放重機與汽車並行國道，恐怕只會增加交通亂象
及意外。
蔡錦隆受訪時表示，去年11月立法院就已三讀通過，超過250CC、未滿550CC的重機可開放
行駛快速道路、高速公路等部分路段，並於今年7月1日施行，經過半年多的準備，在新法
上路之際，政府相關單位卻沒有事先宣導。為了確認是否真的開放重機上路，他甚至打了
數通電話到交通局、台北市各警分局，回應都不一。
「若重機在國道隨意變換車道會怎樣？」蔡錦隆強調，政府應將重機上路的配套措施制訂
完善，包括加強宣導民眾規範、員警取締，以及相關標誌、規範都要整合。
交通部路正司司長陳彥伯提醒，黃牌重機上路，交通規則原則比照小型汽車，在一般道路
可行駛內側「禁行機車」的快車道，可直接左轉，不可行駛機車優先道及專用道，也不能
在機車停等區內停留，部分罰則也比照小型汽車開罰。
