報載交通部因為近年機車事故和死傷居高,要解放兩段式左轉,動機可解,但可能是頭痛醫
腳,不宜貿然推廣。
去年道路受傷近五十萬人,機車族比率達八成,且持續成長。交通部多方尋求惡化原因,部
分機車族抱怨的兩段式左轉也以為會增加死傷成為檢討焦點,倒是讓人不解。
在三車道以上路口的機車要採兩段直行才完成左轉,為的是避免在左轉前多次變換車道的危
險,甚至更怕有趕時間搶轉彎的車輛,換道和轉彎併行,一次大轉彎下的高速風險。「快車
道中換線」和「高速搶轉彎」往往是機車死傷的常見原因。現行作法才在大路口,把左轉動
線分兩段完成,目的就是求安全,就是保護肉包鐵的機車族。
這樣分段行止的規定,不只對機車,許多都市對欠缺自我保護的行人也不得不如此。近來台
灣被指為「行人地獄」,有專家就建議在寬大路口的行人穿越線,不宜直穿,應改成「之(
或S)」字形狀,要求行人在中央分隔島轉兩個小彎,再直行到彼端行人道。這也是要避免
有行人為搶時間直闖車道的危險,和機車分段轉彎是一樣的道理。
用分段式動線來引導較安全的路徑,是人車紛雜、擁擠路口不得不採行的分流管理。就像快
、慢車道要求不同速限一樣,不要讓前後行車車速差異過大,才易於維持車距保障安全。出
發點都是交安,原則是避險,設計的手法是分流。
其實,所有號誌,單行道等交通管制,都是因應都市車流密集發展出來的各樣動線區分作為
;機車在大路口兩段式左轉,不過是其中一種,沒有特別不合理。
請極力主張「逕行左轉」的人設想以下兩個狀況:首先,若取消兩段式左轉,所有待轉機車
,都要在短促的路段空間擠往最內車道頭候轉,或是各車道都允許機車左轉。不管哪一種動
線,都有好多重交織,十分危險!在切換車道中的眼手協調恐怕也只有青壯族才能做到,對
其他機車騎士壓力太大,這絕非合宜作法!
另外,許多幹道路口都禁止小汽車左轉,卻往往允許機車在該路口兩段左轉。相較機車,汽
車要繞行更遠,更花時間!要是完全從「平權」思考,難道是要機車在那些路口跟汽車一樣
,大家都不准左轉,都去繞行巷道呢?
想用「平等」這樣絕對的口號,在混雜的交通現實中找動線找出路,從前述兩個實例看見,
要不是(一次左轉)把所有機車族引向危險,就是(都不准左轉)讓機車繞遠路,這是機車
族要的交通管理嗎?
民主不讓人滿意,靠相互尊重,愈來愈成為普世制度。兩段左轉有點費事,靠分流分時,是
最適當的交安管理。「平權」不是機車安全左轉的答案!
