台灣國會通過的法律，地方政府拒絕遵守？

台灣通過進口250cc或排氣量更大摩托車的規範以及在路上騎乘的部分權利，
卻沒有包括高速公路。一直以來，
有一群騎士致力於爭取摩托車在高速道路和所有道路騎乘的完整權利，
就像世界上所有已開發國家那樣擁有應本的權利。
2012年6月，台灣終於通過摩托車在附帶條件下行駛高速公路的法律。
這些附帶條件說明了550cc以上的大型重型機車在特定時段下可行駛於特定的高速公路，
雖然這並沒有完全滿足台灣的機車騎士們，至少是一個好的開始。令人傷心地，
地方政府可以忽略這些已經通過的法律，
這使得摩托車在高速公路上的路權被無限期拖延。
自稱是完全民主及自由的國家，
地方政府卻拒絕這些已通過關於摩托車權益的法律，
並能夠影響中央的交通部官員進而忽視法律，兩者形成奇怪的對比。
在多數已開發國家，摩托車不僅可以使用高速公路，
也沒有限制引擎必須超過250cc的規定。
然而，自稱為已開發國家，再也不是未開發、發展中國家的台灣，
對於這件事情的民主卻是令人質疑的。
再者，拒絕跟上世界進口稅率的降低，如摩托車等貨品，
也造成進口摩托車的價錢是美國的兩倍，然而台灣的人均所得只有美國的1/3，
台灣還讓騎士們在高速公路及城鎮遇到許多困難藉由限制，
並聲稱這些摩托車只是用做娛樂用途，
然而台灣多數的通勤者都使用摩托車跟速克達，將機車作為通勤用途。
我們不知道拒絕摩托車上高速公路真的是民眾的聲音、地方政府的選擇，
還是有任何其他政治因素在其中。
但我們確實知道，在任何民主國家，當已通過立法，或通過法律，
地方政府官員拒絕合作，不能是法律無法執行的藉口，否則台灣還需要議會嗎？

I am so surprise in Taiwan you have this kind of fake democracy, or I can say
rough democracy...how can Ministry of Transportation make the decision to
deny the law,In most country like States,Switzerland or UK,
LAW is everything,every government unit is just to process not judgment,use
the poll to make the decision is not right.....or can you use the poll to
decide the salary of Civil Servants??????

If the motorcycle highway law with conditions was able to ignore by Taiwan's
government. Further WTO and FTO can be ignored and restricted by Taiwan's
government in the same way.
Notice that motorcycle highway law is depended on WTO issue and passed by
congress, We are sure if refusing the motorcycle highway law by Taiwan's
government,WTO , FTO and further so on can not be expected

Taiwan is going backwards, rules are made to be followed, not to be broken.
If the law enforecment is setting a bad example by igonring law maker's
decision, how can you tell all citizens to obey the law ?? I don't think
there should be any excuse, just follow the Constitution and the right that
peopel had given to you, if the government still respect all that.
