要租車還是全程自己騎 - 機車

各位板上大大好！
小弟最近負責規劃暑假的一趟旅程
時間暫定七月中旬到七月底
人數目前為8～10人
原本目標是打算要環島（逆時針，出發地在臺南）
後來考量到七八月屆時可能會有颱風
天氣問題難以預測
再加上朋友們對東部景點較感興趣
西部則興致缺缺
所以有再考慮是否要改成環半島就好。
第一個問題：若是環半島，如果整群都自己騎（應該都會雙載，約四台車），在白天的時候，由花蓮經南投再到台中，這段路會很危險嗎？路況如何？
第二個問題：租車行是不是通常無法甲地租，乙地還？
以下為朋友們兩方的意見。
全程自己騎：移動方便，省一筆租車的錢，因為出遊天數抓蠻長的（超過一星期）所以租車的錢，含油錢粗估 2000/人，佔旅費太重比例了。而且租車略嫌麻煩。
租車：火車為主要移動工具，到一定點後再租車。行李很多，自己騎很不方便。怕危險，夏
（當然如果最後是要租車，就不會從花蓮經臺中了，畢竟那段沒火車代步 ）
補充：租車是租摩托車哦！
