行人違規車禍 - 機車

事情發生在前天,小弟開車經過豐原成功路,目擊阿伯(行人)自小弟視角的左邊橫越雙黃線到右側,導致對向機車重煞然後自摔,阿伯完全沒事,並自顧自的走離現場(從小弟的車前經過....囧),我馬上按喇叭示意他害到人,不過阿伯一整個就像沒他的事一樣,依然徑自離開(怒),我路邊停車後下車去把阿伯追回來(他走了大概快50公尺),並報警處理,阿伯一直說他是行人,出車禍怎麼會是他造成的(暈),後來警察來,我把事發經過交待一下跟留下簡單)的資料後就離開了,所以之後我也不清楚。
故事到這邊想請教,
這樣阿伯算肇事逃逸嗎？
機車車主能請到強制險(不論自己或阿伯的)嗎？
對於車對車有強制險,但若我是行人,有什麼保險可以賠對方？
你認為阿伯佔肇事比例多重？
