為了改善機車行車秩序,提升交通安全,中華民國機車黨發起人董建一表示,交通部應該
以專案方式輔導,至少在全國北中南東或五都附近各成立機車安全駕訓中心,且機車騎士
取得駕駛執照之前,應該接受一定時數的操控技術與安全駕訓課程。
他說,馬路如虎口,現行機車騎士自行練車學習,考照寬鬆的制度亂象,就好比「將一個
未經正規訓練的士兵,直接丟入戰場內。」這等同讓士兵至戰場赴死外,亦會造成「友軍
或同僚」的危險。所以,他認為,有必要透過修法,強制規定騎士在考照前,透過駕訓中
心接受一定時數的「操控技術與安全駕訓」課程。
不知從何時開始,機車已經成為國人生活中最便捷的一項交通工具,許多人家中,少則一
輛,多則三、四輛,也因此,在沒有管制的情形下,全台機車總數已經高達一千五百多萬
輛。可是,除了新竹專為大型重型機車設置的安駕中心之外,其它縣市並沒有普通機車專
屬的安全駕訓中心。
董建一認為,原因可能出在大家都認為,機車隨便學習一下就會了,不必像為了學習考領
汽車駕照,花個幾千或是上萬元上駕訓班學習如何開車上路,可也就是因為這樣的觀念,
導致國內機車交通事故這麼頻繁,機車死亡事故這麼的高。
董建一指出,現行機車族許多行車秩序問題,除了機車路權不彰,難以合理在規範下行駛
外;更有源頭處的機車「安全駕訓」未能落實的問題。所以,他希望的是,或許能從政府
單位成立全國第一家「普通重型機車安駕中心開」始試辦起;或許是從機車人口數最多的
新北市或台北市做起,也或許可以將現在公路總局所屬公務人員訓練所(以前的北訓中心
)加以擴充規劃,當試辦成效不錯之後,就可逐步推廣到五都或是其他民營駕訓單位。
他提及,現有道路安全規則第六十條中之規定,小汽車等其他汽車車種,甚至大型重機都
有規範相關學習駕照持有資歷,或是得經立案之駕駛訓練機構駕駛訓練結業才行。可是,
對於一般普通重型機車並無類似規範,也因此很多取得駕照的機車騎士,不是在正式上路
前沒能具備正確的駕駛觀念與習性,就是在模擬的危險情況下上路。
他強調,機車黨所希望的是,也能有一個「能模擬實際會遇到的路況,教導機車騎士正確
駕駛技巧以及防衛駕駛觀念的駕訓中心」,是一個如同日本駕訓、考照這樣,一個可以真
